🔔 Notifications — Clear + Auto-Popup + Push (V12.22)
Every announcement, broadcast, poll opening, fee reminder, message reply, and result slip appears here. You can clear individual notifications with ✕ or Clear all — own rows are deleted, shared broadcasts are hidden for you only (other users keep theirs) via notif_clear() RPC. When a new notification arrives, the bell dropdown auto-opens by itself so impossible to miss, even on fresh install. When the portal is installed as PWA on devices, new notifications automatically pop up via service worker push — even when tab closed — using Notifications.broadcast() + push_subscriptions table + VAPID. Replica of Adewale Classroom / Tutoring Connect notification pane.
